Abstract :
Animal law is a specialized field dedicated to safeguarding animal welfare and rights. However, it is not just a legal instrument for protecting animals; it also serves as a reflective mirror of societal and cultural shifts. Since its first enactment in 1991, Korea's animal law has undergone significant and rapid evolution. It now aims to address deeply ingrained practices, such as the consumption of dog meat, through the enactment of legislation like 'the act on banning the dog meat industry.' This legislative progress highlights the ongoing efforts to align animal welfare standards with contemporary ethical norms. On this journey toward reform, courts have played an essential role by interpreting animal laws and constitutional principles. Their interpretations not only enforce current regulations but also provide a vision for the future, indicating the trajectory that legal frameworks and societal values should follow to ensure the humane treatment of all animals.
About the speaker:
Yongbeom Choi is a Judge at the Constitutional Court of Korea, serving since 2017. A graduate of Yonsei University, he is currently a visiting scholar at the Max Planck Institute in Heidelberg. Choi is also pursuing a PhD at Seoul University, focusing on the philosophical foundations of animal law for his thesis.
